Our story
In 2015, a group of generous men and women from the city of Al-Hilaliya, residing abroad, initiated a call to establish a charitable organization in accordance with the Sudanese Voluntary Work Organizations Law. The purpose of this organization is to support the Al-Hilaliya community, as well as other Sudanese communities, by implementing the initiatives and programs outlined in its constitution. These include the provision of essential services in the areas of irrigation, education, healthcare, environmental protection, capacity building, and poverty alleviation projects.
The organization seeks to engage Al-Hilaliya residents living in the city itself (the core component), those residing in the national capital, and members of the Al-Hilaliya diaspora around the world. To begin this effort, the founders created the first WhatsApp group to discuss the initiative and extend invitations to other Al-Hilaliya residents through WhatsApp messages. This initial group served as a preparatory committee (the names of its members are listed in the committees’ file).
Subsequently, six additional WhatsApp groups were formed, each representing Al-Hilaliya residents from a distinct geographic region. A general assembly was also established, with its members’ names published in the committee’s file. The organization successfully obtained its license according to the laws of non-profit voluntary work.

Organizational goals
Samqat Development Organization is a licensed entity operating under the Voluntary and Humanitarian Work Regulation Act of the Republic of Sudan, and functions under the supervision of the Ministry of Social Welfare / Humanitarian Aid Commission. It is a voluntary organization working within Sudan to serve Sudanese communities and fulfill the objectives outlined in its constitution, which include:
• Supporting and upgrading public service facilities.
• Advancing the educational process, building capacities, and developing the skills of students at all academic levels, while ensuring a conducive learning environment.
• Promoting health and environmental awareness and combating harmful social practices.
• Establishing non-profit small-scale projects to increase income for low-income families.
• Empowering women and enhancing their participation in community development.
• Supporting persons with special needs and ensuring dignified living opportunities for them.
• Protecting children from societal risks and providing care for street children and those who have dropped out of school.
• Promoting a culture of peace and fostering peaceful coexistence within communities, while ensuring dignified living conditions for displaced populations.
• Building capacities and providing training for members and target communities.
